Taxonomy & naming
Pao baileyi was described by Sontirat in 1989 from northeastern Thailand, where it was found in waters of the Mekong system. The original description placed it in the broad catch-all genus Tetraodon as Tetraodon baileyi, and older literature occasionally cites the combination Monotrete baileyi. The current valid name, Pao baileyi (Sontirat, 1989), reflects the genus-level revision of Asian tetraodontids in which the formerly sprawling Tetraodon — now properly restricted to African species — was split into several Asian genera. Pao holds the larger riverine puffers of mainland Asia, principally the fishes of the Mekong and its tributary systems.
The Catalog of Fishes (Eschmeyer, CAS) is the authority for the current valid combination Pao baileyi; parenthetical notation of the authority marks the move out of the genus of original description. The common name 'hairy puffer' refers to the small dermal projections — tentacle-like skin filaments — visible in some individuals, a character that distinguishes Pao baileyi from a number of its congeners.
Morphology
Pao baileyi is a compact, roughly cylindrical puffer reaching around 3–4 in in total length. Like all tetraodontids it lacks true scales; the body is covered by small, prickle-like spines embedded in tough skin that give the flanks a roughened texture. The four fused teeth form the characteristic beak, heavily calcified and capable of crushing snail shells and crustacean carapaces — a structure that never stops growing and must be worn down continuously through hard-shelled food.
The most distinctive external feature is the presence of scattered dermal filaments — short, hair-like or tentacle-like skin projections — giving rise to the common name 'hairy puffer'. Colouration is cryptic, typically a mottled olive-brown to tan with darker patches or ocellated markings on the dorsum and flanks, providing camouflage against the riverbottom substrates it inhabits. The eyes are mobile and independently articulated, a feature shared across pufferfish that contributes to their alert, curious appearance.
Habitat
Pao baileyi is a freshwater species native to the Mekong basin and associated Indochinese river systems, with confirmed records from Thailand, Laos and Cambodia. Its type locality is in northeastern Thailand. It inhabits flowing, well-oxygenated rivers and their tributaries, typically in areas with current over sand, gravel or rocky substrates where molluscs and benthic invertebrates are available. FishBase records water parameters centred on 75–82 °F, pH 6–7 and soft, acidic to near-neutral conditions consistent with the chemistry of upland Mekong tributaries.
Like most Pao species it is not a fish of still or stagnant water; it is associated with the flowing riverine habitats that characterise the middle and upper Mekong catchment. Aquarium sources indicate it performs best in well-filtered, current-driven tanks that replicate these conditions.
Feeding
Pao baileyi is a molluscivore — its diet in the wild is dominated by snails, clams and other hard-shelled molluscs, supplemented by crustaceans and other benthic invertebrates. The fused beak and powerful jaw musculature are adaptations for precisely this: crushing the shells that other fish cannot deal with, extracting the soft tissue inside.
In the aquarium, the diet must replicate this hard-shelled emphasis. Pond snails (ramshorns, bladder snails and similar) are the staple and the primary means of keeping the beak worn to a healthy length. Frozen or live molluscs, small crustaceans, mussels and similar hard invertebrates supplement the diet. Soft foods alone are insufficient — without regular shell-crushing, the beak overgrows and the fish cannot eat, ultimately requiring manual trimming of the fused teeth, a stressful intervention best avoided by correct feeding from the outset.
Mating
Pao baileyi is a substrate spawner in which the male takes an active role in courtship and reproduction. Courtship involves the male pursuing the female and driving her toward the chosen spawning site, typically a flat, open area of the substrate. There is no nest-building, no bubble nest and no mouthbrooding in this or any puffer — the eggs are deposited directly on the bottom or a flat surface.
Sexual dimorphism in this species has not been thoroughly documented in the scientific literature; in related Pao species, males are often slimmer and may show subtle differences in the skin texture or pattern, but reliable external sexing of Pao baileyi in aquarium conditions can be difficult.
Breeding
Pao baileyi breeds by substrate spawning, with the male guarding the egg clutch until hatching — a pattern consistent with what is documented in the better-studied congeners of the genus. After spawning on the substrate, the male remains with the eggs, tending the clutch and driving off intruders, until the eggs hatch after approximately five to seven days. Fry are initially tiny and require small live foods such as microworms or nauplii.
Successful aquarium breeding requires a quiet, well-conditioned pair, adequate space — puffers are territorial and adults must be introduced carefully — and a suitable flat spawning surface. The male's guarding behaviour means the female should be removed after spawning to prevent aggression. Captive breeding has been documented but is not routine in the hobby; data on specific triggers, fecundity and larval development for this species are not fully established in the accessible literature.
In the aquarium
Pao baileyi demands specific conditions and is suited to experienced keepers, not a general community aquarium. It is aggressive and predatory; it must be kept alone or in a species-only setup — it will bite the fins of other fish, and its beak can inflict significant wounds. Even within a species tank, individuals must be monitored for aggression, as puffers are territorial and dominance conflicts can escalate.
The tank should replicate the flowing, well-oxygenated riverine habitats of the Mekong: a powerful filter providing good current, high dissolved oxygen, clean water and regular large water changes. A temperature of 72–82 °F, pH 6–7 and soft-to-moderate hardness suit this species. Pao baileyi is a freshwater fish and does not require or tolerate brackish conditions. The aquarium should have open sandy or gravel areas alongside some cover — driftwood, smooth rocks — to allow the fish to rest and survey its territory.
As a scaleless fish with no true gill covers, Pao baileyi is sensitive to medication; copper-based treatments are toxic and must never be used, and all other medications should be dosed with care. Puffers should never be lifted into air — they inflate with water when stressed, and air inflation can be fatal. Like all tetraodontids their skin and organs contain tetrodotoxin, a potent neurotoxin; the fish should not be handled carelessly and water should not be tasted or splashed near the eyes and mouth. They are heavy, messy eaters and produce significant waste, making strong biological filtration and frequent water changes non-negotiable.
Conservation
Pao baileyi is assessed as Least Concern (LC) on the IUCN Red List, most recently in 2022. Its range spans the Mekong basin and associated Indochinese river systems across Thailand, Laos and Cambodia — a broad distribution with no documented range-wide population collapse. No targeted fishery specifically threatens the species, and wild collection for the aquarium trade, while it occurs, does not appear to constitute a major pressure at current levels.
The longer-term picture for Mekong river fishes is more concerning. Mainstream dam construction on the Mekong — and on major tributaries in China, Laos and Cambodia — fragments fish migrations, alters flow and sediment regimes, and modifies the riverine habitats that species like Pao baileyi depend on. Agricultural runoff, sand mining and increased sedimentation in the lower basin are additional pressures. These forces threaten the river ecosystem broadly, and while Pao baileyi is currently not considered at elevated risk, the trajectory of Mekong hydropower development warrants ongoing monitoring of riverine puffer populations.
