Clypeobarbus congicus was described by the Belgian-born British ichthyologist George Albert Boulenger in 1899. Boulenger was enormously prolific in describing African freshwater fishes from museum collections, and this species was part of his extensive work cataloguing the fauna of the Congo River system. The specific epithet congicus means "of the Congo," placing its origin clearly in the world's second-largest river basin.
The genus Clypeobarbus was established to accommodate a cluster of African cyprinids sharing a characteristic subrostral groove — a furrow beneath the snout — that distinguishes them from the broader assemblage of African barbs once lumped under Barbus or Enteromius. The Catalog of Fishes (Eschmeyer, CAS) records Clypeobarbus as the current valid genus for this species. The group has undergone considerable revision as African cyprinid taxonomy has been reworked using both morphological and molecular data, and older literature may list the species under a broader genus concept.

Like other members of the genus, it possesses the defining subrostral groove beneath the snout — a shallow furrow that separates Clypeobarbus from related African genera. Adults would be expected to eat their own eggs if left with the spawn. Fry would hatch within one to three days at tropical temperatures and become free-swimming a few days thereafter, initially feeding on microscopic zooplankton and algae. Hobbyists with an interest in African cyprinids will find that the Congo basin fauna, despite its extraordinary richness, is only partially represented in the trade — a consequence of the difficulties of collection logistics and export from the Democratic Republic of Congo. Should the species become available, the general principles applicable to mid-sized African riverine barbs would apply: spacious, well-filtered quarters with good flow, warm soft-to-moderate water, and a diet of varied live, frozen and dry foods.
Conservation
Clypeobarbus congicus is assessed as Least Concern on the IUCN Red List. The Congo basin as a whole faces significant and growing conservation pressures — including artisanal and industrial mining, deforestation, pollution, and poorly regulated fisheries — though the sheer scale and relative inaccessibility of much of the drainage has, to date, buffered many of its fish species from the acute decline seen in smaller, more fragmented African river systems, and the Least Concern listing for this species is consistent with that broader pattern.
Data for most Congo basin cyprinids remain sparse relative to better-studied river systems, and many species are known largely from the original description and a handful of museum specimens.
